How this directory is built
California has no statewide septic pumper licence. Health and Safety Code 117405 makes it unlawful to pump a septic tank without a registration issued by the local health officer, so the register lives in each of the 58 county environmental health departments, and each publishes it — or does not — in its own way.
That makes a county here a permission, not an address. Every business on a county page holds that county's permit to pump there, wherever it is based; several are based two counties away. On the state-licensed directories elsewhere on this site the county is only where a business sits, and is explicitly not a service area. California is the other way round.
